    Resumen:
    Nos proponemos investigar a la Argentina - desde 1990 en adelante- en su doble aspecto: como país receptor de migrantes provenientes de la región y como país emisor de población. En relación a la primera dimensión, si bien la Argentina ha sido tradicionalmente receptora de inmigrantes, los recientes flujos provenientes de países limítrofes están constituidos ahora por ciudadanos de naciones vecinas con las cuales se está desarrollando un novedoso proceso de integración regional. En este marco, nos centraremos en el análisis de los inmigrantes provenientes del Mercosur en el ámbito de la Ciudad de Buenos Aires. Por otro lado, la Argentina será estudiada como país expulsor, analizando a los emigrados argentinos en sus dos principales destinos: España y Estados Unidos de Norteamérica. La evolución demográfica de los flujos hacia y desde Argentina será analizada mediante fuentes secundarias cuantitativas en los países mencionados; y los aspectos políticos a través de la legislación migratoria sancionada a nivel nacional y en el Mercosur. Los aspectos sociales y subjetivos -acceso de los inmigrantes a servicios de salud, educación y vivienda, así como el derecho al voto-, serán estudiados mediante fuentes cualitativas. La investigación producirá conocimientos en tres niveles: el de los sujetos (motivaciones, expectativas, participación e integración), el de los países (políticas migratorias y sociales), y el supranacional del Mercosur (política migratoria regional, reconocimiento de derechos, integración política).
    Abstract:
    We set out to investigate Argentina - from 1990 onwards - in its double aspect: as a receiving country of migrants from the region and as an emitting country. In relation to the first aspect, although Argentina has traditionally been a receiving country, the recent flows from bordering countries are constituted now by citizens of neighboring nations with which a novel process of regional integration is being developed. In this context, we will focus on the analysis of the immigrants from Mercosur in the City of Buenos Aires. On the other hand, Argentina will be studied as an expelling country, analyzing the Argentine émigrés in their two main destinies: Spain and the United States of North America. The demographic evolution of the flows towards and from Argentina will be analyzed by means of quantitative secondary sources in the mentioned countries; and the political aspects through the new migratory legislation passed in Argentina and in the Mercosur. The social and subjective aspects - access of immigrants to health services, education and housing, as well as to the right to vote - will be studied by means of qualitative sources. The investigation will produce original knowledge in three levels: that of the subjects (motivations, expectations, participation and integration), that of the countries (social and migration policies), and the supranational of the Mercosur (regional migration policies, recognition of rights, political integration
